Independent Review of ICT Reform Program Released

Special Minister of State Gary Gray today released the findings of an independent review of the Australian Government’s ICT Reform Program.

The review was undertaken by Dr Ian Reinecke, former head of the National E-Health Transition Authority, member of the Government 2.0 taskforce and an experienced advisor to Australian Governments on ICT projects.

The former Minister for Finance and Deregulation asked Dr Reinecke to look at how well the Australian Government had implemented the reforms recommended by Sir Peter Gershon in his 2008 Review of the Australian Government’s use of ICT.  Dr Reinecke was also asked to look at the future role of the Australian Government Information Management Office.

Mr Gray took the opportunity to thank Dr Reinecke for his work and his insights into the effectiveness of the Reform Program.

“Dr Reinecke found that, while the full effects of the ICT Reform Program will take some time to work through Government, the recommendations of Sir Peter Gershon’s review have now largely been implemented,” Mr Gray said.

Dr Reinecke said his report was informed by an examination of relevant documentation generated during the first two years of the implementation of the Gershon recommendations and by extensive interviews with Ministers, senior Government officials and ICT industry leaders.

“In all, more than 40 interviews were conducted involving more than 100 stakeholders in government and industry,” Mr Reinecke said.

“What is clear is that the very substantial implementation effort has positioned the Government for the next phase in the evolution of ICT policy and practice.

“The challenge now is to leverage that effort to enable Government to deliver different and better services and to engage more closely with its citizens.”

Mr Gray said the Government would respond to Dr Reinecke’s recommendations in due course.
